how can I dynamically get the offset between utc and client.
The follwoing does not work
DateTimeZone.UtcNow()-DateTimeZone.LocalNow())

Some areas are offset by hours and minutes, hence the second line:
= DateTimeZone.ZoneHours(DateTimeZone.FixedLocalNow())
+ DateTimeZone.ZoneMinutes(DateTimeZone.FixedLocalNow()) / 60
