You can put the following code to advanved editor in power query
let
Source = Table.FromRows(Json.Document(Binary.Decompress(Binary.FromText("i45WMjIwMtY31DdU0lFyBGInIHZWitVBkYAIghTAJYxQdLhgkwhDlTAGSziDBVGMMoFLuAKxm1JsLAA=", BinaryEncoding.Base64), Compression.Deflate)), let _t = ((type nullable text) meta [Serialized.Text = true]) in type table [Date = _t, To = _t, From = _t, CC = _t]),
#"Changed Type" = Table.TransformColumnTypes(Source,{{"Date", type date}, {"To", type text}, {"From", type text}, {"CC", type text}}),
#"Added Custom" = Table.AddColumn(#"Changed Type", "Custom", each "To"&":"&[To]&" "&"From"&":"&[From]&" "&"CC"&":"&[CC]),
#"Grouped Rows" = Table.Group(#"Added Custom", {"Date"}, {{"Content", each Text.Combine([Custom],"; ")}})
