I would like to know, how to display only years on the Dashboard, without day and month, it works like a date picker.

could anyone let me know on the same.

You can put only Year column in a slicer. But the Year column is usually of number data type so it will not display as a date picker. It is not supported either. One option you can try is to switch the slicer to List mode, then in Slicer settings you will have an option the change the orientation to Horizontal. You can also use Dropdown mode to save the space in the report.
