First i want to remove week 0 from the table and then 

 need to find the Cummulative Average of Cummulative Total Column

 Cummulative Total Column -- Measure (not a column)

Output to be like

Cumulative average

0.71   explanation ( .71)

0.72     explanation ( 0.71+0.72 = 0.143 -> 0.143/2 --> 0.72)

0.74

can anyone help me with this?

Try to do the following:

Cumulative Average = 
VAR WEEKNUMBER =
    MAX ( TableTotal[Week] )
VAR temp =
    SUMMARIZE (
        ALL ( TableTotal ),
        TableTotal[Week],
        "CumulativeTotal", [Cumulative Total]
    )
VAR Result =
    FILTER ( temp, TableTotal[Week] <= WEEKNUMBER && TableTotal[Week] > 0 )
RETURN
    AVERAGEX ( Result, [CumulativeTotal] )
