What does nesting the CALCULATE(COUNT functions do? I guess to break it down and make it easier, what does the CALCULATE( do?
And COUNT(...)? So far have not found existing explanations sufficient to my understanding. Thanks

CALCULATE is a very import and commonly used function in DAX. It can change the filter context of the expression it evaluates. In your example, COUNT('Table'[Column]) is the expression to be evaluated, after it there are usually some filters following.
It's not easy to explain how it works in short sentences. Using some examples will help you understand it better. I found some articles and blogs that introduce how to understand CALCULATE function. Hope they would be helpful!
