each not Text.Contains is not working

Good day all,

Any idea why this filter will not work? Screenshot is with filter applied.  Am I misunderstanding how this filter should work? Is it case sensitive and can that be ignored?

= Table.SelectRows(#"Filtered Rows", each not Text.Contains([Description], "CAP"))

= Table.SelectRows(#"Filtered Rows", each not Text.Contains([Description], "upg",Comparer.OrdinalIgnoreCase) or not Text.Contains([Description], "cap",Comparer.OrdinalIgnoreCase))
