csv file on shared drive does not always update with scheduled refresh

One of my data sources for my report is a csv file on a shared drive. On occasion, even if the csv file has changed, the updates are not included during the scheduled refresh. I swear I saw this problem addressed once in either Guy in a Cube or by Chris Webb and it involved some advanced editor tweak to force it to refresh even if the server timestamp was out of date indicating no change. Everything else is fine (include in refresh is enabled, etc.). Does anyone have any ideas?

Can you show me the screenshot of the Configuration Plan Refresh page? I need to know what you have configured in order to find the appropriate troubleshooting direction for you!
And about advanced editor, you can add the Table.Buffer function to your query. This will effectively load the entire table into memory, and this could help with forcing a refresh. Here's an example of how you might use it:
