create filter for two columns under different table

I found that the problem is because the " supplemnetal part#budget" from the budget table is repeating the part number for all the supplemental part # (from order line). There are 9 part so the result I am getting is 9 X 9. For each only one in correct , where the part number is same - highlighted below. 

 To solve this, I want to check ifwe can create a measure which can check this and we can use it as a slicer. ... 

Excel if formuala :  = IF(supplemental Part# budget = Supplenetal part#, 1,2)
