Trying to make a measurement of the values coming from another measurement, not the formula.

If you see below, I am trying to make a card that shows total overtime hours. The table next to it shows that there are 0 OT hours. However, the card says there are 2.25. I know it is because it summing the hours of all the workers, which comes to be greater than 40, but I want it to just sum the column of 0's. The equation for OT hours is 

 

Payroll Overtime pay = if(sum(labtrans[regularhrs])>=40,(sum(labtrans[regularhrs])-40)*.5,0)*76
