With all the new rich functionality available in Power Automate, I feel like there must be a way to trigger a Power BI Dataset refresh based on some condition in the database. For example, run a query and based on the result, kick off the refresh. Is this possible?

Power Automate can react to hundreds of triggers, you just need to find one that your DB can perform:

Once you can activate a trigger with your DB, you can then use the Power BI 'Refresh a dataset' action off the back of that:
