I have two tables one has entries for dimensions with a dimension set id.
My other table has ledger entries that I am trying to create a realtionship between these two tables so I can show all the transactions associated with a specfic dimension codes. What would be the best way to create one line for each Dimension set id so that I can create a relationship?

Your first table has two lines for each SET ID and you only want one line to be able to create a relationship to your second table.
Am I getting you right?
On your first table you can use the pivot column function.

I'm not sure I understand your issue. Your first table seems to have a unique Dimesion Set ID and your second table has repeated Dimension Set IDs. That is the text-book definition of a valid One-To-Many releationship in Power BI.
Can you explan exactly what it is you are trying to accomplish? And if you need any transformations, please provide some usable data. Images are good for end goals, but not for data.
