You are asking a DAX measure in Power Query...what is your expected result? You are not trying to replicate the sql query in DAX, right? When you said "I would like to obtain the start qty that is group by the max(date), process description, production ID", I don't see you group your table with [date]...
You need to provide some sample data and expecte result in a format which people can copy, then we can help.
