Splitting Values into Quarters Based on a % - '1' error

I have yearly volumes as column headings and want to split to quarters based on a % value in another table.

The problem is the '1' value is lost - as the quarterly % split is never above 50%. 

 

Is there a function that would allow me to asign to a specific quarter IF the value is 1?
