Splitting Values into Quarters Based on a % - '1' error

I have yearly volumes as column headings and want to split to quarters based on a % value in another table. 

The problem is the '1' value is lost - as the quarterly % split is never above 50%. 

Is there a function that would allow me to asign to a specific quarter IF the value is 1?

The question is not clear for me, can you provided your question data as table here and also provide your desired result as table?
