Split Row Value Into Two

I have the following data and I need to split the row value into two. How I can do it on Power Query/Power BI.

The split will be based on value of Column CL6, if it contais Fleming on the name, the slipt must happen.

Also, the % of split will depends on which month is on column Date. In this case, as it is January, the Split is 36.9% to Airport Value and 63.1% to Non-Airport Value.

What is the logic behing 36.9% and 63.1% for Jan? What about other months say for Feb.....Dec...

So this ratio is for all months. For example even for Dec, has this ratio to be followed?

If it is different for different months, then that information will be needed.
