Some Row values are Half-Split into rows below

two values in the second row in the cells next to null (markered with black) should be next to the values in the corresponding upper cells 

Please advise how i can fix that on Power Query

This would depend on how the data is imported, and possibly what the raw format is. You could try to save it as an Excel file and import that?

that is from a web service called Ditat, I can only download pdf format document, then connecting to that PDF through Power BI

the highlighted part must be on the same row, but it is split into down below of actual row
