It looks like PBI can only pull in data from a SPO list 8 times a day max?
Is that right?
What if we have a list that changes often, such as a customer leads list or shipments received for processing, etc...
Something where rows are being updated frequently and we want to use PBI to report off that?
SPO doesn't have the chart webparts anymore so I'm not sure what one is supposed to do in this case?

The refresh frequency in Power BI Service can be up to eight times per day.
If you need more frequent refresh, you should consider to move data from SharePoint list to SQL Server database, then use DirectQuery option. Or use streaming dataset instead to get live data, for more details, please review this article: https://powerbi.microsoft.com/en-us/documentation/powerbi-service-real-time-streaming/ .
