The publish to Web option states that it is accessible to all users in internet and not advisable for sensitive data. Would it be possible to access reports dynamically from a certain website, i.e. hyperlink? Can it be possible to enable security restrictions for these reports as I don't want them to be publically available.

The Power BI team has mentioned that they are currently working on adding security features to allow people to publish sensitive information outside their organisation.
I am unsure whether this will be an enhancement to the existing 'Publish to Web' facility or whether it will be different altogether.
