Can I use Power BI Enterprise Gateway with SQL Server Standard (not Enterprise) is it legal or not?

Yes. There are different scenarios, for eg you can use Power BI Desktop to connect:

• SQL Server DB https://powerbi.microsoft.com/fr-fr/documentation/powerbi-desktop-data-sources
• SSAS cube https://powerbi.microsoft.com/fr-fr/documentation/powerbi-desktop-ssas-multidimensional/
• SSAS tab https://powerbi.microsoft.com/fr-fr/documentation/powerbi-desktop-analysis-services-tabular-data/

and:

• use DirectQuery to have data in real team https://powerbi.microsoft.com/fr-fr/documentation/powerbi-desktop-use-directquery/
• buy Power BI licence to refresh data from OnPrem SQL Server...

It's legal. The "Enteprise" wording for the gateway is just to differentiate from the "Personal" gateway. It's not in any way tied to the Enterprise version of SQL Server.
