PowerQuery formula to show different values

I have a matrix and in the values right now I have the column of Schedule Preference (where it shows the different choices in the schedules that it correspon too).. But now want to show the Schedule Preference, but if that choice is approved need to replace the choice to then show the backup name that will be covering them in that choice of preference, but not always will they have a backup, so want to show the choice.. Also, I want to show the choices that have been requested, as they are in the process of reviewing for approval.

Columns:

Schedule Preference

Status Approval

Backup

This is how I have it showing (Schedule Preference).. so where do you see that choice if they have a backup to show it in that choice, not always is going to have a backup..

You mention Power Query in your post but I think this is a job for COALESCE().  Like COALESCE(Backup,Scheduled)
