Power Query source table from Web as a Server-Side table

We are trying to get data from a web URL that has a Server-Side table from javascript PHP.  Power Query fails with the return message "JavaScript is disabled. Please enable javascript in order to use this tool".  The dispaly in Power Query has a single row with "Element", "HTML", "Table", <null>..

 

Is there any way to get the data from this table into Power Query?
