Is it possible in Power Query's M Language to have a query parameter in the API string that will iterate through a list of values that are in a separate query/column and ultimately merge the results into a single result set that also appends that same value to the final result set.

you have to do it the other way round. Use your column/list to iterate through (List.Transform) and apply on each step your api-call. Then you will have a list of api calls (with tables or lists). After that you can combine your result with List.Combine or Table.Combine.

Can you explain what you mean by "apply on each step your api-call". I have to specify the API call multiple times? Doesn't that defeat the purpose of iterating through each row dynamically?

I give you a short example with a list. The web.contents is launched 3 times and using the list item as parameter for the web-call

CallWebAPi3Times = List.Transform(Source, each Web.Contents("YourUrl" & Text.From(_)))
