Power Query Data Source Error: Microsoft SQL

Working in Power Platform and attempting to connect to SQL Server datasource using a Power Query but receive the following error:

 

An exception occurred: DataSource.Error: Microsoft SQL: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interfaces, error: 26 - Error Locating Server/Instance Specified)

 

I can connect to instance via SSMS, all apps using this SQL Server are up and running without issue, the DNS is resolvable, I can ping the server, SQL Browser service is running, allow remote connections for this server is enabled, port is available etc.

 

I'm new to Power Platform but have extensive experience with SQL Server and this has me scratching my head, any ideas?

Just discovered that we apparently have cloud to ground disabled for our organization so no matter what I try this will not work. Good to know. 🙄
