Before when Power Query was an add on in excel we used to have the attached Custom Column Wizard. But in Office 2016 we cannot find the same:

By my tests with my version of excel, it seems that it has the option add consitional column.
In addition, I'm afraid that you'd better have a consult with the power query forum to get the most professional help.

I see, mine is Office 365. Sorry for confusing you, I tought there isn't such a big difference.
