The new Power BI Embedded is pretty different from the legency Power BI workspaces collections. The main difference is, in the legency, you upload pbixs to the workspaces hosted on Azure. In the new, you publish the reports to Power BI Service(so all features like Gateway are supported). You create a Power BI Embedded resource within the Microsoft Azure portal and assign the capacity to a workspace group in Power BI Service.
