Power BI to lookup like excel maxifs

How can I look up the correct cost from Query B to Query A in Power BI?
(PO issue date Vs Effective dates in history)

Currently, I am using MAXIFS in excel to lookup valid effective date cost from Query B to Query A. Final result as highlighted below.
