Neighborhood box from latitude and longitude

I'm trying to select only the rows that are in a specific neighborhood based on latitude and longitude. I have the four corners of the neighborhood and would like to create a custom column that reads the name of the neighborhood if it is within the four corners. 

 

Any help with the formula would be apprecialed.

The most important parts are:
1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.

Sorry for the poorly written question.

 

I know the lat/long of the four corners of a specific neighborhood. I have columns with lat/long that are for the entire city. I want to create a column that would list the name of the neighborhood if the coordinates are within the neighborhood. If not the new column would be blank.

 

So if LAT - Copy is >=36.012345 and <=36.123456 and if LONG - Copy is >=-95.012345 and <=-95.123456 then the new column would read NEIGHBORHOOD if not it would be blank.
