Have some calc in tableau , need similar function to get desired result using power BI DAX

{ FIXED [Customer Number],[Segment]:MAX(IF [Region] in ('East') then ([Sales]) END)}

It may look like this in Power BI DAX by creating a measure:

A =
CALCULATE (
    MAX ( 'table'[Sales] ),
    ALLEXCEPT ( 'table', 'table'[Segment], 'table'[Customer Number] ),
    'table'[Region] = 'East'
)

It would help us if you could explain what the formula does in Tableau.

I think that the FIXED at the beginning is to keep the filter on Cust numb and Segment ?

If it is the case an "equivalent" in DAX would be KEEPFILTERS(Cust Number, Segment).

It seems as weel that you have a FILTER(Region="East"), but I don't know Tableau enough to tell you more.
