Merge randomised row data

Hi,

I have an output from a database which is random with poorly aligned columns and row data. I want to align it into ordered form as shown in link

This is likely possible but, given the input data, there isn't going to be a short answer or single technique that will solve this. In other words, this is more of a small project than a single question.
