Merge queries with OR condition

I am trying to merge two queries using a condition. Below is an example of what I am trying to achieve. The product table has product names with UPC and ITEM NO which are unique for each product. But some of them are missing UPC or ITEM NO. I need to get the Factory Code from the Factory Table using an "OR" condition using the UPC and ITEM NO so that if UPC is missing we can retrieve the FACTORY using ITEM NO or vice versa. If there is any other simple solution please let me know. I am new to power BI so not much familiar with the codes. Thank you in advance!

One way to do this would be to:

1. First merge on Item No (leave it in Table form, don't expand), call that column ItemMerge

2. Then merge on UPC (leave in table form), call that column UPCMerge

3. Add a custom column with = if Table.RowCount([ItemMerge])>0 then [ItemMerge] else [UPCMerge]

4. Remove the ItemMerge and UPCMerge columns and expand the column from #3
