Merge queries with OR condition

I am trying to merge two queries using a condition. Below is an example of what I am trying to achieve. The product table has product names with UPC and ITEM NO which are unique for each product. But...

    One way to do this would be to:

    1. First merge on Item No (leave it in Table form, don't expand), call that column ItemMerge

    2. Then merge on UPC (leave in table form), call that column UPCMerge

    3. Add a custom column with = if Table.RowCount([ItemMerge])>0 then [ItemMerge] else [UPCMerge]

    4. Remove the ItemMerge and UPCMerge columns and expand the column from #3
