I have a Matrix consisting of Forecasted Sales amount and the Actual sales amount. I want to have a conditional format set so if the Actual Amount is >= Forecast Amount be Green else if the Actual Amount is < Forecast Amount be Red.
Column "Forecast Amount" is in table "Sales Rep Goals"
Column "Amount" is in table "Sales by Customer"

Something like the attached PBIX should do the job.

The basics of it, create a measure that specifies your condition and use it in the conditional formatting.
