I have these two tables:
Holidays:
and Goals
and the following Calculated Column in Holidays
HolidayValue = LOOKUPVALUE(Goals[HolidayValue],Goals[Employee.id],Holidays[Employee.id],Goals[Year],Holidays[Year])
as you can see, these lookup always returns empty and I have no idea why.
any help is appreciated

Try this using merge from power query:
Holliday Table:
Gola Table:
Merge table:
Are the Employee.id and Year columns the same data type in both tables? You might have issues if, say, Goals[Year] is a text column but Holidays[Year] is an integer column.
Year and Employee.ID are "WHole Number" Data types.
