I am trying to load power query dataset from Power BI to SQL Azure. Here is a document to follow:

But I can't do this part:
Is there a way to fix this? I want to use ADF to run it.
I have to go with Admin Consent to get this part done. It is done but I am facing 401 or 403 error from ADF. I think this is caused by permission issue from Power BI. It's not Service Tree related.
It is a tenant level change. Does anyone know how to make such changes?

If you need to change the tenant settings for your organizations in Power BI Service, please contact your administrators who have the access to Tenant settings.

To access Tenant settings in Power BI Service, the role should be one of the below who can enable and disable Power BI features:

Thank you. There is internal process to follow to make this happen.
It is a company wide setting. I can't make changes to enable service principal to call power bi to get dataset.
