Hello,
I am new to PowerBI and hopefully this is the correct Forum spot to post this.
I am trying to build a report that can add graphs to the latest submission from a Microsoft Form and then export it as a PDF and email it out. I don't want the report to show all data, only the individual's submission. Is this something that can be done if I put the data somewhere like dataverse or sharepoint since Forms doesn't seem to be able to get data to PowerBI?

Yes, this is achievable.

You're correct, and as @nandic has shared, this scenario is achievable with Power BI and Power Automate.
Since Microsoft Forms does not connect directly to Power BI, the first step is to use Power Automate to store each form response in a supported data source such as SharePoint, Excel (in OneDrive), or Dataverse. Once the data is stored, you can connect it to Power BI and build a report that visualizes only the latest submission this can be done by applying a "Top 1" filter on the submission timestamp or using DAX to flag and filter the latest record.
After publishing the report to the Power BI service, you can again use Power Automate to export the filtered report to PDF and send it via email.
