How to merge two tables with the missing value repeating each time when not found

Hello everyone

Could you please help me  with one power query question I struggle with: what is the optimal way to fully merge two tables for a case like this?

For instance, when I use full outer merge, Product B will appear only once at the bottom of the merged table, not several times for each store as I would need it

Thanks for your reply

Though when I use merge by the key of Product the result I get is something like:

and what I cant figure out is what is the way to achieve this kind of merge (= query to make merges for each store separately, not just aggregated)
