How to do the same as Excel

Hi

I am experiencing an offset in columns from some rows, I don't know how to handle it with Power Query

Demo attached. Maybe you can try below steps:

 

1. Add a [Index] column to your table

2. duplicate the orginal table

   - distinguish the two table by [Index], the first one with [Index] less than 4 and the second one greater than 4

3. Remove blank column in the first table and rename columns in the second table

4. Append queries, so you'll have a consolidated clean table.
