Can anyone shed some light regarding what an 'rdf' file is, and whether there is a way to import data from this type of file into PBI?

There is no built-in connector for RDF in Power BI Desktop. You can consider to convert RDF file to Excel file using online tool, then connect to the Excel file in Power BI Desktop.
