My last year volume is not returning the correct volume (Correct volume is the "annual volume LBS"), and this is the dax for LY:
any ideas why this is happening?

VAR _fy = MAX('Fiscal Calendar'[FY])
VAR _ly = CALCULATE(MAX('Fiscal Calendar'[FY]),'Fiscal Calendar'[FY]<_fy)
VAR _result = CALCULATE([Annual Volume LBS],'Fiscal Calendar'[FY]=_ly)
RETURN
_result

Create yourself a calendar table and relate it to your fact table on Calendar[Date] ONE : MANY FactTable[Date], then use the following measure for prior year:
_Volume LY =
CALCULATE(
[Annual Volume LBS],
SAMEPERIODLASTYEAR(Calendar[Date])
)
