I am attempting to append two queries which share the field, 'Stage'.
I only want to incorporate into the appended query rows with certain stages from query 1 and a second set rows with different stages from query 2.
Is there a way to filter the original queries prior to the append?
Would I need to create another 'sub' query for each of the primary queries containing only the stages I want, then append those 2 new/additional queries?

If you're willing to work in the Advanced Editor a bit, then this isn't too bad.
Try defining the filtered tables first and then using them in Table.Combine:

Opps = Table.SelectRows(#"Opportunity Line Details", each [status] = 9),
Pipes = Table.SelectRows(Pipeline_Snapshots, each List.Contains({1..8}, [status])),
Source = Table.Combine({Opps, Pipes})
