I am trying to below data but some of the data is missing, in Power Query I have merged the queries in the backend.

That is a rather interesting way of doing an unpivot. I would recommend you stick with the standard approach. Note that merges in Power Query are expensive and should be avoided where possible.
Can you post the "Test PC RAW.xlsx" as well?
I have attached the file "Test PC RAW.xlsx" Please let me know what can be done to achieve the questions in column "QUESTION_NAME" and CSAT & CES in one row as they linked with Case Number
Please indicate what the expected outcome is. Here is an example of using the raw data (without any transforms) in a matrix visual
Below is the expected outcome in the table visual, after merging queries it works but exporting the data skips a lot of rows.
Not all cases have records for all questions
That's likely the reason why you think there is missing data.
I still don't understand why you need to do all these merges. The initial table should be sufficient.
So it is the stakeholder's requirement that they want to see all the questions related to that case number in a single row with CES and CSAT value
