Encoding error when importing from MySQL

Hi all. When connecting to MySQL, the table is loaded with the wrong encoding. in the database they changed the encodings to cp 1251, utf-8 - nothing helps, only the hieroglyphs change to question marks. How to get the correct Cyrillic characters? use mysql-connector-net-8.2.0 connector

Revert back to 8.0.28 and use UTF-8
