We have an Excel dataset containing information on all customers with account and contract information etc.
We would like to create a standard customer report and using row level security, distribute this to each customer via email, ensuring that they can only see their account line.
The RLS works well in test however, is there any way in which the end user (customer) can view a report with RLS without having access to Power BI e.g. like the publish to web option on reports that generates a URL?

The publish to web feature doesn't support RLS, please review the limitation part in this article.
In your scenario, create a dashboard for your report and share the dashboard to your users. The users are able to view the report by clicking the shared link in their e-mails.

Yes. As long as you define RLS properly in Power BI Desktop and Power BI Service.
