For a query in the PQE, two choices are
"Enable load" - make the query visible in the data model
and
"Include in report refresh" - it is part of the refresh process.
I cannot think of a situation when I would turn both of those off. Seems like if they are both off, the query serves no purpose at all.

It serves as a placeholder. Maybe you need it in the future.
Note: If a query is part of a lineage then the "Don't include in refresh" may be ignored.
Hi,
Thanks for the solution lbendlin offered and i want to offer some more information for user to refer to.
hello @WillBeeSEA ,
Enable load - when some queries aren't relevant to load into Power BI Desktop, you can select it.
Include in report refresh - for which the source data isn't updated often or at all.
But when you reference this query in another query, even if you uncheck ‘Include in report refresh’ it will also refresh the report.
