Please help me with what am I missing here in the formula.

M is case-sensitive and doesn't use END.

Try this (assuming your column names have the correct case):

if [Project Status] = "Completed" and [COMPLETION_DATE] <> ""
then [COMPLETION_DATE]
else [CONTRACT_PENDING_DATE]
