Measure = CALCULATE(COUNTROWS('Table'),'Table'[Created date]>='Table'[Sprint start date]&&'Table'[Created date]<='Table'[Sprint end date])

Could you please provide sample data? This might be just a simple text table with dummy data.
Without any data my 2 cents would be to just use the Group by function in the UI and count the numbers of ID's
When clicking the Group by function chose advanced. You can then select multiple columns to group by. When you select sprint startdate and sprint enddate as the columns to group the data by you can then select count (id) as an aggregation column.
I took a shortcut here by thinking the sprint startdate and enddate are the same for the multiple records (static data) and don't alter per creation date.
