This is power query formula know as M function. It is difficult to detect the error without see your model. In power query, you may refer to Solved: Collation Error - Microsoft Power BI Community
Or try create a calculate column or measure using DAX formula.
Column = if([release_item_id]=blank(), [item_id], [release_item_id])
Measure = if(max([release_item_id])=blank(),max([item_id]),max([release_item_id]))

Short of having the database changed to suit your needs, you'll have to stop the query from folding back to the server before this step. You could try adding an index column. You could also replace values in the column, instead of making a new column, like:
= Table.TransformColumns(NameOfPreviousStep, {{"Release_Item_ID", each Table.ReplaceValue(_, null, [Item_ID], Replacer.ReplaceText, {"Release_Item_ID"})}})
