Conditional Formatting Measure Not Working Across rows

I have a conditional formatting table with the following measure applied, but not all my rows are highlighted red when they should be, any idea why that is? I have the conditional formula applied to the actual values. 

 

Color Indicator =
IF (
SUM ( 'FTE Portfolio Grid_Full Data_data'[Act FTE] ) > SUM ( 'FTE Portfolio Grid_Full Data_data'[Fcse FTE] ),
"red",
BLANK()
)

And after testing, it can work, can you provide some sample data or sample pbix that hide your sensitive information so that can provide more suggestion for you.
