Does your function mean:
cell B=if cell A1 contains "NBR" value, then return "NBR', else null(blank).
If so, you could create a conditional column in Home-> Edit queries->Add column,
Or create a calculated column in Modeling->New column

The article describes how to do with Powerquerry, but I am looking to achieve it with Powerbi and not excel
I am also looking for the equivalent of the formula below with Powerbi
