Using PowerBI on different size Fabric SKUs

We have a workspace on a F16 SKU that has data stored in One Lake. We also have an F64 SKU with PowerBI reports, etc.. 

 

Can these PowerBI reports on the F64 SKU consume data from the One Lake on the F16 SKU using shortcuts AND be viewed by individuals who DO NOT possess a PowerBI Pro license?

Totally get the confusion — let me clarify it a bit more clearly.

Yes, users without a Power BI Pro license can view reports in a workspace that's on an F64 SKU, as long as that workspace is assigned to Premium capacity (which F64 is by default).

🔗 The fact that the data is coming via shortcut from OneLake in an F16 SKU doesn't change the licensing requirement — what matters is where the report lives, not where the data comes from.

So in your case:

  • Reports are in F64 workspace
  • F64 is Premium capacity
  • Users don’t need Pro licenses to view

Yes, Power BI reports in an F64 SKU workspace can consume data from OneLake storage in an F16 SKU using shortcuts — that part works fine across Fabric capacities.

However, for viewing the reports, here’s the key part:

  • If the workspace is in a Premium capacity (like F64), then users without a Power BI Pro license can view the reports, as long as the workspace is assigned to that capacity.
  • If the workspace is not assigned to capacity, then Pro licenses are required for sharing and viewing.

So just make sure your F64 workspace is properly assigned to capacity, and you're good to go.

Thanks, but I'm still a little confused. Is that a yes or no to my question? If the Power BI Reports are in a workspace on the F64 SKU and pulling data via a shortcut from One Lake in a workspace on the F16 SKU, can Non Pro licenses view those reports?  Thanks.
