While mirroring the Azure sql database i am getting the below error. why do i need to have an access to Master database in the server.
The database cannot be mirrored to Fabric due to below error: A database operation failed with the following error: 'VIEW SERVER SECURITY STATE permission was denied on object 'server', database 'master'. The user does not have permission to perform this action.' VIEW SERVER SECURITY STATE permission was denied on object 'server', database 'master'.
Based on my experience, this error can also occur due to tier issues, if that helps.

I also have this problem and I wouldn't change permissions on Azure SQL.
if i am copying a table , i dont have to have this elevated permission why only for mirrored option alone. its best to fix this issue. I cannot give elevated permission in production database.

Got an update from the internal team.
At a high level - the actions required on the logical SQL Server to enable Mirroring require these elevated permissions. We are working on reducing these in future.
